Political Climate
 
Crescent League is arguably one of the most conservative and Anti-Pokégirl Rights leagues there are in the world. While the larger cities keep the league’s laws and standards, most of the smaller settlements are much less restrictive. Since Crescent League is made up of twenty-four (24) islands, one single ruling body cannot manage the entire league effectively. To help keep Crescent affairs in order, each island has an island capital. Each capital is ruled by a noble family.  The head of the family is the island’s Governor/Governess, who carries out the duties of running the island that they live on.  The Governor/Governess only answers to The Overseer, the head noble of the acting oligarchy. The current Overseer (as of Present Canon/Prime Time) is James Frost, who rules Crescent from Epoch, which is located on the northwestern side of Paramount Island. 
 
 
The noble families have all originated from the same military group that was stationed in the former United States. This group deployed themselves around the islands soon after the Revenge War ended, originating from the island that would eventually be known as Paramount. After the group “conquered and divided”, they discussed how their new country would come to be, eventually forming the Crescent League. Each Governor/Governess inherits the island from their father/mother, the former Governor/Governess. The first born son becomes Governor when his father/mother chooses to step down from the position or dies. If the Governor/Governess does not have a son, the first born human daughter is appointed. Should the Governess undergo threshold, her title is forfeited, allowing the second born human daughter to inherit the title.  (Example: A Governor has eight children: Patricia, Monica (Pokégirl), Thelma (Pokégirl), Sasha, Henry, Pete, Joanna and Abby, all listed from eldest to youngest. The first in line for the Governor’s seat would be Henry, followed by Pete. Should these two die or be unable to perform their duties, Patricia would be next in line. Should she threshold, die or be unable to perform her duties, Sasha would be next and so on)
 
 
Each island has a set of laws that are decided by the Governor/Governess. However, there are a set of laws that must be followed by all islands. These are called Crescent League Laws, and they can only be changed by the Overseer. The Overseer usually does not interfere with a Governor/Governess’s rulings, unless s/he believes that their actions will cause instability, harm, etc. for the wellbeing of the league or its citizens. 
 
 
Governing Bodies
 

Political: 
 
Each settlement in the Crescent League does things differently. Usually, there is a Mayor of a town, but many settlements will have Committees instead of one person governing their area. These positions are elected by registered citizens of that settlement. Although rules to vote are different for every settlement, pokégirls are not allowed any say in the matter, due to one of the Crescent League Laws. Pokégirls are also not allowed to run for the position of Mayor, but some communities will secretly elect pokégirls to serve in their Committees, if they look human enough. This form of pokégirl equality is not exactly against the law, but the island’s Governor/Governess can discipline the Committee pokégirl, should they discover the secret. The punishment for this action is solely determined by the Governor/Governess, meaning there are no set rulings or restrictions imposed for the punishment. 
 
 
The Governor/Governess functions as the island capital’s Mayor, however, they can never be elected, as stated previously in the Political Climate section. They also oversee the rest of their island, should there be complaints about something as small as an unfair trading vendor, to an island crisis, such as a menace attack. The Governor/Governess’s word is absolute law and cannot be overturned, save for Crescent League Laws or a decree made by the League Overseer himself/herself. This goes for any and all military personnel on the island. The only agency that the Governor/Governess has no authority over is the Crescent League Investigations Bureau, an investigating agency that reports directly to the Overseer. 
 
 
Law Enforcement:
 
The settlements throughout Crescent League all have some sort of law enforcement to keep law and order within their communities. When the community is not a city (less than 2,000 residents), the top law enforcement officer is usually the title of Sheriff, whereas a city has a Chief of Police.   A Sheriff or Chief of Police is the upmost authority when it comes in enforcing the law.  These positions are reserved only for humans; no pokégirl can be a Sheriff or Chief in Crescent League. Almost any pokégirl can be a police officer, though some are looked upon better than others. OfficerJennies are always welcomed onto any police force, but Psychic types, specifically ones that are telepathic, are viewed with distrust. Usually, these type of pokégirls are used when an interrogation is being conducted and when the police are able to get a search warrant on the suspect being interrogated. This is due to the suspect claiming that the Psychic pokégirl could have read/searched their minds illegally to obtain evidence. 
 
 
The Sheriffs usually only have a handful of deputies, never more than six. As stated earlier in this section, these deputies can be almost any breed of pokégirl, save for the illegal breeds. OfficerJennies are looked at in a higher light, as are the Glowlie line. It is very common to see at least one of these breeds serving as a deputy in Crescent League. Local law enforcement’s only jurisdiction is within its own settlement; however, they are able to assist any human or domesticated pokégirl in need outside of their jurisdiction. Law enforcement officers can arrest criminals they view breaking the Crescent League Laws, so long as the offenders are physically within Crescent League’s borders. Crescent League law enforcement officers cannot pursue criminals outside Crescent League jurisdiction. 
 
 
The Chief of Police functions much like the Sheriff, but has much more subordinate officers under them. The Chief is responsible for all of his/her officers, but will usually have pokégirls assist in managing them. As stated earlier, this position is not available to pokégirls. The hierarchy of the police stations in Crescent is as follows:

Officers are the most common rank in the police force. An Officer’s duties are commonly: patrols, answering calls, guard/escort personnel, etc. Sergeants are Officers who have been promoted, due to experience and knowledge of their job. They are found with Officers and work in some of the station’s positions. Detectives solve crimes in their jurisdictions, should there be a case with no suspects. They do not report to Captains, but a Captain is a higher rank than Detective. Captains are officers that manage their own set of Officers and Sergeants. This is done through the station’s day to day affairs or if one of their subordinates needs disciplinary action taken. Captains report to their Major, should actions require their approval. Majors report directly to the Chief, should s/he need to clear something. When the Chief gives new orders, it is the Major’s job to see that his/her word travels down to the Officers at the bottom of the hierarchy. They also manage the Detectives, just as Captains monitor Sergeants and Officers. 
 
 
The Crescent League Investigations Bureau, or CLIB/C.L.I.B., is a law enforcement agency that acts as the league’s police force for all the islands of Crescent. With their headquarters stationed in Epoch, the CLIB has branches on every island capital in Crescent. When a crime occurs outside of a settlement’s jurisdiction, or in multiple jurisdictions, the CLIB are usually called in to take over the case. This agency’s structure operates with a Director at the top, in which The Director has Deputy Directors. The CLIB agents report to the Director and s/he reports only to the Overseer, due to the fact that cases can crossover from island to island, even into other leagues. This prevents Governors/Governesses from arguing amongst themselves and ensures that criminals will face the necessary punishment when caught. If the Crescent League Laws were broken or takes place in multiple islands, the guilty party will face a League Court. If the crimes took place on one island, the guilty party will face trial on that island’s court. OfficerJennies are somewhat rare in this organization, which has led many theorists and league critics to speculate that the CLIB does not always investigate cases lawfully and may circumvent some laws to close cases. 
 

Military: 
 
The military of Crescent Islands consists of two branches: Crescent League Border Patrol (CLBP) and the Crescent League Defense Force (CLDF). Although the two sound like they are the exact same thing and both are entrusted with the safety of the entire league, the two military branches differ in their specialization. The CLBP acts as a Navy and an Air Force both would in the Pre-Sukebe days before the Revenge War. They patrol the boundaries of the islands and watch for Flying type feral pokégirls that may attack the islands. They attempt to monitor all aircrafts that approach/enter Crescent League airspace, but the technology the league requires to do this is severely limited. 
 
 
Airships are used only when there is an emergency, such as locating a reported menace incident. Usually, water vessels are used to defend the borders of the league. The Naval Division of the CLBP usually deals with: problem Water type feral pokégirls (including menaces), unidentified ships, escorting government shipping vessels, etc. The Naval Division also acts as a form of Customs for Crescent League when tourists, transfer tamers/watchers/coordinators/etc., businessmen, shipping cargo, etc. enter or leave the league using non-Teleportation. Anyone who wishes to enter/leave Crescent League using Teleportation is required to check themselves in with CLBP as soon as possible, or heavy fines are levied. 
 
 
The CLDF functions as the Army would in the Pre-Sukebe period. Besides protecting the Governor/Governess and their family, if there is ever an invasion or a reported menace on one of the islands, it is this branch of the military that acts. Usually, they do not interfere with any law enforcement activities and are deployed on bases throughout the league. The soldiers train on the bases for any chance that they will need to defend the citizens of Crescent League. They will also assist in All Tamer Calls, though usually they will accompany most, if not all, tamers during these emergencies. 
 
 
The ranks of both the CLBP and the CLDF are separated by: enlisted soldiers and officers. The ranks for the enlisted soldiers, from lowest to highest in Crescent, are: Sentinel, Warrior, and Knight. The ranks for the officers, from lowest to highest, are: Lieutenant, Commander, and Admiral. All officers outrank enlisted soldiers and the Island Governor/Governess outranks the officers. The only person who can outrank the Island Governor/Governess is the Overseer himself/herself. 
 
 
Other Factions: 

Mao’s Spirit is a splinter group of Mao Shin Mao. The original members were made up of Mao’s regiment that originally invaded Jury Isle, but those pokégirls have all died since. The members of Mao’s Spirit conceal themselves amongst the crowds in settlements, usually cities, and watch how pokégirls are treated by their owners. Should a pokégirl seem unhappy with her master, they are secretly approached when the pokégirl is alone and are asked if they wish to join the group. The other approach Mao’s Spirit uses is to murder the owner when they are asleep and tell the pokégirl they have no choice but to join their group. This faction is scattered throughout the entire league; they never have more than thirty to a group and will kidnap humans when taming themselves begins to fail. 
 

Pokégirl Rights Movement is made up of both humans and pokégirls that believe that pokégirls are individuals that should be given the same rights as humans. Their movement is based upon the works Archeon Dahl. This group is not an illegal organization in Crescent League, but the island governments do not think or talk very highly of these groups. They will only be arrested when they violate the laws of either the settlement they are in, the island they are on, or the Crescent League Laws themselves. 
 

Team Trinity is a criminal organization that was formed from three separate Team Rocket groups that were operating in Crescent. After they decided to merge together, the group called itself Team Trinity. The Team is divided into three divisions. The first division makes the Team’s money by robbing, performing heists, pokégirl theft, etc. The second division is the “muscle” of the Team. Their job is to assist in the transportation of any materials, help with heists, or to help protect the third division. The third division is the management of the Team. It consists of ten members that can be either male or female, but they must all be humans. It is this division which decides what actions should be taken by the two other divisions.
