Version 1.1:  Zombabe added to the list of illegal pokégirls to own.

Version 1.2:  Added additional Taming License Rule

Laws

All the laws listed are the Crescent League Laws. They cannot be overturned, except by the Overseer himself/herself. The “Prison Sentence Levels” are listed in the Prison Section

1. Killing another human being is forbidden. Self-defense can be used, but it must be proven in court that the human or pokégirl had no other choice but to kill the human in order to save themselves or someone else. The penalty for this crime is punishable by death.

2. No killing a domestic pokégirl, unless there is an imminent threat of losing a limb or loss of life. Feral pokégirls are abstained from this rule; a pokégirl is classified as feral when she is without an owner and his exhibiting behavior that is defined by researchers as a “feral state”. The penalty for this crime is a Level 4 Prison Sentence for humans and Level 5 Taming Cycle for pokégirls.

3. Forbidden Tech, as its name suggests, is illegal. Lostech is available only by special permit from the Crescent League Defense Force. Pistols, including elemental, are the only firearms that do not require permits and are the only firearms that are allowed to be concealed. All other firearms must be displayed openly. The penalty for illegal possession is a Level 5 Prison Sentence and the penalty for failing to display a firearm is a fine of 100,000 SLC.

4.  Capturing pokégirls in service to the league is not permitted and is punishable by a fine the pokégirl’s frequency price, loss of three times the Bounty Points the pokégirl is worth, and a Level 1 Prison Sentence. If the offender has a history of this offense (this means a second offense or greater), the offender is given an increased Level in their sentence. The sentence level increases by one for every separate case. (Example: An offender’s 2nd offense would be the fine, loss of the Bounty Points, and a Level 2 Prison Sentence)

Pokégirls that fit this description are, but not limited to, NurseJoys, OfficerJennies, Maid Yvettes, etc. Should one wish to purchase a league owned pokégirl, a League Pokégirl Release Form must be filled out and sent into the league for evaluation. Filing fees cost 1,000 SLC, no matter what the outcome. The cost of the pokégirl, should the league accept the form, would be the SLC price of the pokégirl’s frequency (Bounty Points are not accepted). Should multiple pokégirls be stolen, each pokégirl counts as one case.

5. Stealing pokégirls that are not owned by the offender (pokégirl theft, pokénapping, etc.) is not permitted. Should this occur, the offender will need to return the stolen pokégirl(s) and pay a fine triple to the market value of each pokégirl that was taken. If the offender has a history of this offense, a Level 1 Prison Sentence is usually given in addition (this means a second offense). The sentence level increases by one for every separate case. (Example: An offender’s 4th offense punishment would be the fine and a Level 3 Prison Sentence) Should multiple pokégirls be stolen, each pokégirl counts as one case.

6. Damaged, modified, or altered pokéballs to catch humans with pokégirl DNA are illegal. A 1,000,000 SLC fine is given to the offender for each illegal pokéball in their possession, their pokégirl ownership is stripped forever, and a Level 4 Prison Sentence is given. Should someone report an illegal pokéball manufacturer or turn the tools to create the items in to the authorities, the person will receive a 10,000 SLC reward. Possession of Jusenkyo Water is given the same punishment as an altered pokéball.

7. Pokégirls are not allowed to possess firearms. OfficerJennies are automatically given weapon permits and any pokégirl that is part of a Crescent League law enforcement agency or military branch are exempt from this law. If the firearm is part of the pokégirl’s body, the pokégirl is also exempt from this law. The only time a pokégirl can possess a firearm is if her owner/custodian is an imminent danger.

8. Anyone found guilty of committing the following evolution paths will be fined 150,000 SLC and given a Level 1 Prison Sentence. Exceptions to this standard punishment are listed in the entries.

·         Any pokégirl --> Penance
Anyone found evolving a pokégirl into a Penance must hand her over to a league ranch within one week of the evolution if the pokégirl can be recaptured. Should the one responsible for the evolution turn the Penance into a league ranch within the week, they are exempt from the prison sentence.

·         Vampire --> Lucarda
The fine for evolving this pokégirl is 100,000 SLC.  An additional fine for letting the pokégirl go feral is 200,000 SLC.  Owners of this breed must pay a 5,000 SLC monthly insurance fee to retain legal ownership of the breed.

9. Any pokégirl owner found attempting to evolve a fined pokégirl with an Evolution Stone will have their license(s) revoked, a minimum additional fine of 1,000,000 SLC, and a Level 4 Prison Sentence.

12. Six pokégirls are allowed in a tamer’s harem; a pet license owner is allowed three pokégirls in their harem. A non-combatant slot can be purchased for 500,000 SLC or 400 Bounty Points. The non-combatant pokégirl cannot be used in any pokébattles. Should the pokégirl be used, the owner will forfeit his/her non-combatant slot and the pokégirl will confiscated by the league. The only time a non-combatant can be used in a combat situation is when her owner or child (pokékit or human) is in imminent danger. Non-combatants cannot be rotated in and out of storage; they are a bought slot and are an addition to the pokégirl license. (Example: If a NurseJoy is selected as the non-combatant, she will remain the owner’s non-combatant until she is either sold, traded, or dies)

13. A Storage License can be obtained by filing an application with the league. The filing fee costs 100,000 SLC and one Bounty Point, no matter what the outcome. If the applicant is accepted, they are allowed to keep as many as fifteen pokégirls in storage. However, each pokégirl must be allowed out of storage for one hour within every six months. If this does not occur, the pokégirl is forfeited to a league ranch.

14. Any pokégirl found trying to obtain any pokégirl license will undergo a Level 5 Taming Cycle.

15. In order to prevent pokégirl pregnancy, owners are encouraged to keep their pokégirls within their pokéballs when not in use. Should a pokéwoman become pregnant, the owner MUST take her into a Pokécenter to verify if the fetus is human. Should the fetus be human, the pokéwoman is REQUIRED to give birth to it. If the fetus is a pokékit, it is up to the owner to decide if the child should be terminated or not.

16. When a pokékit reaches age 5, they may be sold to a league ranch. Prices are half the pokékit’s frequency price. Should a pokékit be given to league ranch that is under the set selling age, no money will be given to the seller for this is seen as a donation. It is up to the league ranch if the pokékit should be raised or terminated.

17.  Should the human parent/rightful guardian not want a human child, they must give it up for adoption at a Pokécenter. If the human parent/rightful guardian wish to give the human child to a specific human (the new guardian MUST be a human), the legal procedure must be done so at a Pokécenter.

18. Any pokéwoman that is pregnant with a human fetus cannot be in any form of battle, unless danger to her life or fetus is imminent. Any human found violating this rule will be given a Level 2 Prison Sentence.  Any attempts to pokéball the pregnant pokéwoman without a Maternity Ball will be sentenced to death. If the offender is the owner of the pokéwoman, the pokéwoman will be confiscated by the league and will be put up for adoption. The pokéwoman and her child will be sold as a pair, and will not be separated from each other until the child turns the age of 16 or if the child thresholds, whichever occurs first. (This law circumvents Law #17)

19. Educating a pokégirl beyond combat, healing, using money, or speech is illegal. Teaching a pokégirl to read is against the law. The side effect of reading after using a Cooking T2 is legal. OfficerJennies and NurseJoys are exempt from this law.

Prison

There are two types of prison systems in the Crescent League, Labor and Breeding. Prisoners have no rights while they are incarcerated and being an inmate in Crescent is not considered to be “easy” time. Prisoners have a lower status than what pokégirls have, due to them having chosen to become a menace to society, not born one. Offenders who receive Prison Sentence Levels 1-3 are sent to the Labor Prisons, whereas Levels 4 and 5 are sent to the Breeding Prisons.

The Prison Sentence Levels are as follows:

·         Prison Sentence Level 1          =          1 Year of Labor Prison

·         Prison Sentence Level 2          =          10 Years of Labor Prison

·         Prison Sentence Level 3          =          20 Years of Labor Prison

·         Prison Sentence Level 4          =          35 Years of Breeding Prison

·         Prison Sentence Level 5          =          Life Sentence of Breeding Prison

Labor prisons are used to punish offenders that have been sentenced to twenty years or less. In these prisons, inmates are forced to tame league service pokégirls who cannot find tamers or do not have owners of their own. Sperm and ova harvesting is mandatory to all prisoners, which are given an injection of hormones that causes the reproductive organs to speed up the reproductive cells. These prisoners are also required to work within the salt and E-Stone mines. When the convicts are not doing their duties, they are left in solitary confinement.

Breeding prisons are used on offenders that have been sentenced to thirty-five years or life. In these prisons, inmates are not only forced to tame league service pokégirls, they are required to breed human children. Permanent Gender Dust is used on the inmates, if they are male, and the inmates are forced to give birth to children, who will be taken into adoptive homes or brought up in league orphanages. Pregnancies are forced in cycles that last eighteen months total (nine months is given for recovery time). During this recovery time, inmates are turned into males by Permanent Gender Dust and forced into harvesting semen and taming league service pokégirls. If a Level 4 prisoner should survive their sentence, they are given a choice as to what gender they wish to keep.

Pokégirl License Rules/Requirements

1. When a human turns fourteen (14), they are able to apply for a Pet License. A Pet Owner is able to own a maximum of three (3) pokégirls, but an additional slot can be purchased for 500,000 SLC. A written test is required before receiving the license and must have a passing grade of 80%, followed by a psyche evaluation. There is no filing fee and there is no limit to test retakes. Pet Owners are not able to partake in Salvage Battles.

2. When a human turns sixteen (16), they are able to apply for a Tamer License. A Tamer is able to own a maximum of six (6) pokégirls, but a non-combatant slot can be purchased for 500,000 SLC or 400 Bounty Points. A written test is required before receiving the license and must have a passing grade of 85%, followed by a psyche evaluation. There is no filing fee and there is no limit to test retakes.

3. Before receiving a Tamer License, the applicant must undergo a blood test for Bloodgifts and Bloodcurses. Fertile female Tamers are required to donate her eggs annually. These required donators are compensated, starting at 5,000 SLC per egg. Should a Tamer turn into a pokégirl (by threshold or illegal use), they are required to turn themselves into the league authorities. Usually, the league will try to trade these former Tamers with Pro-Pokégirl Leagues. (Unknown to everyone outside the CLBP, if the former Tamer cannot be negotiated into these leagues, they receive a Level 5 Taming Cycle and are turned into a league ranch)

4. After receiving a Tamer’s License, the new Tamer is encouraged to undergo a two week Survivalist Training Course. This course is offered twice a month (the first and third weeks of every month) and can be taken only once. It is not required, but should a Tamer take this course, a two (2) Bounty Point award will be given.

5. If a Tamer is within an All Tamer Call, they are required to report in. Should the Tamer not do this, a Tamer Inquiry is required. If the Tamer does not have probable justification, they will receive a fine of 200,000 SLC and lose 100 Bounty Points.

6. After one year of receiving their Tamer License, a tamer can apply for a Storage License. The filing fee costs 100,000 SLC and one (1) Bounty Point, no matter what the outcome. If the Tamer is accepted, they are allowed to keep up to fifteen (15) pokégirls in storage. However, each pokégirl must be allowed out of storage for one (1) hour within every six (6) months. If this does not occur, the pokégirl is forfeited to a league ranch.

7. Tamers are required to fill a catch quota of one hundred (100) feral pokégirls and turn them into a League Ranch every year they have a Tamer License. Should the Tamer not fill their quota, their license will be put on suspension and a Tamer Inquiry is required. If the Tamer does not have probable justification, their license will remain on suspension until they are able to pay their fine of 100,000 SLC or 40 Bounty Points. This fine is an additional charge from the quota the Tamer must meet (Example: Should a Tamer have twenty (20) feral pokégirls left on his/her quota and has their Tamer’s License suspended, said Tamer is required to turn in twenty (20) feral pokégirls AND pay their fine of 100,000 SLC or 40 Bounty Points before their suspension is lifted). Roll over feral turn-ins do not apply.

While the Tamer has a suspended license, it acts as the equivalent to a Pet Owner’s License. Should the Tamer have more than three (3) pokégirls within their harem (not including the Non-Combatant Slot) the Tamer must select three pokégirls while the rest of the harem is put up in Long Term Storage. The suspended Tamer will not be able to access these pokégirls until the fine has been paid and the Tamer’s license is renewed. Should the Tamer already have a Storage License, they will not be able to access their locker until the fine has been paid. Storage forfeiture rules still apply.

Should the Tamer deal with bounties, menace or Team pokégirls that have been designated and reported in settlements to be nuances, these actions can be counted toward their feral quota. The value of these particular pokégirls will be assigned by the settlement’s police department.

8. Any Tamer who has a good standing with the league and has been an active Tamer in Crescent for ten years is able to apply to be a Master Tamer. Master Tamers are allowed an automatic Storage License and can keep up to ten (10) pokégirls in their harem, with an additional non-combatant slot, should they choose to pay for it. The filing fee costs 100,000 SLC and one (1) Bounty Point, no matter what the outcome. Same Storage License and Non-Combatant Slot forfeiture rules apply.

9. Any Tamer who has a good standing with the league and has been an active Tamer in Crescent for five years is able to apply to be a Breeder. Breeders are able to keep up to fourteen (14) pokégirls in their active harem, with six (6) of them reserved for non-combatants. Breeders can either raise the pokékits how they see fit or sell them to a league ranch. Breeders are unable to partake in Salvage Battles.

10. Any Tamer or Pet Owner who is in good standing with the league and has had their license for two years is able to apply to be a Watcher. The application process is a thesis the applicant must write, stating what they wish to study as a Watcher. In order to keep their Watcher Status, the Watcher must file a monthly report on their findings. Watchers are encouraged to obtain a Cameragirl or a Shudder Bug, which will not count against their harem limit. Watchers are only allowed four (4) pokégirls in their harem, but are able to have five (5) pokégirls in storage, a license they get automatically. Watchers are unable to partake in Salvage Battles.

11. After five (5) years of being a Watcher, the Watcher can either change their field of study or they can apply for their Researcher License. A new Researcher is given a Researcher’s Assistant title under a League Researcher who is studying the same field. After three years, the Researcher’s Assistant can become a full Researcher. Researchers are allowed the same pokégirl limit as they were when they were a Watcher, but must get proper grant authorization from the league should they desire more. Researchers are unable to partake in Salvage Battles.

12. Any Tamer and Pet Owner may apply for Tradesmen License. Tradesmen are allowed to have up to ten (10) pokégirls in their active harem, but the pokégirls must be used and have a purpose for the trade. For instance, a hotel owner must have pokégirls that are capable of doing hotel work and a tailor must have pokégirls that can make/modify clothing.
